The Department of Central Finance has adopted the strategic thinking and development model for the management, development and improvement of the governmental financial system of the Emirate of Sharjah through the accumulated knowledge developed by the Department over the years. It has adopted the best, accurate and comprehensive financial work methods in the construction and development of Government requirements in the Emirate. This methodology has enabled the Central Department of Finance to build outstanding success stories in the field of public finance and efficient government financial resources management. It has also helped us build several key pillars of success, including the development of human resources capabilities financially and strategically, providing an ideal working environment based on cooperation, interaction and exchange of experiences, building a distinctive technical system, as well as the application of the best global methodologies and practices, that is in alignment with the Government of Sharjah. The most prominent success story which serves as a source of inspiration for others to follow is the implementation of the Performance Budgeting. Performance Budgeting was implemented in the state and the region in a simplified, scientific and practical way, which has strengthened the capabilities of government agencies in the management of financial resources and linked the government spending with performance indicators. This has enabled the decision-makers to easily conduct the process of evaluation and follow-up, as well as judge the financial performance of government agencies.
The vision and guidance of His Highness Dr. Sultan Al Qassimi, Member of the Supreme Council, Ruler of Sharjah, has had a great impact on the process of construction and development of the governmental financial system, where follow-up, motivation and continuous support has stimulated the Department to adopt the development of the best techniques and methodologies in the government financial employment.
The Central Department of Finance is striving hard to carry out the vision of His Highness and the directives of the Executive Council, whilst address the requirements of the governmental bodies. The Department is also working to activate the means and techniques of communication with the federal entities including The Ministry of Finance and jointly achieving the UAE strategy in the financial and strategic fields, in addition to effective coordination with all local government bodies. We are also working hard to develop the relationship with the private sector as a strategic vital partner that contributes to the development of the economic environment of the Emirate and enhance the effective economic growth trends.
It is worth noting that the Department has developed a strategic excellence system, whether it is for employees or government agencies. Some of our noteworthy contributions include launch of awards for financial excellence for government agencies and the public finance award in coordination with the League of Arab States in order to exchange best practices and knowledge.. Additionally, the Department has internally developed varied channels that motivate employees to participate actively in the internal excellence system, including prizes for different categories of excellence which has positively impacted the workforce of the Department.
